Count the element drafts visible to the caller. Counts the architecture element drafts the caller may see: Managers and Designers see every draft, everyone else only the drafts they are responsible for and the BusinessProcess drafts of the processes they own or review.

Security: Any user holding a Bpanda licence for the process space.
